As Vice President at Bison, Mr. Chaffee is responsible for management of day-to-day operations of the technical teams completing ambient monitoring, source testing and permitting projects. He has been in engineering and management positions of environmental programs in both industry and government since 1984. Jeff holds a B.S. degree in Environmental Engineering from the Montana College of Mineral Science and Technology and an M.S. in Civil/Environmental Engineering from Oregon State University.
Previously, Jeff directed ambient environmental monitoring programs for a major coal-fired power complex in Southeast Montana and consulted on environmental assessments and hazardous waste management. He also served as Bureau Chief and Administrator of the Air Quality Division of the Montana Department of Environmental Quality. During his eight years of service in state government, Jeff directed the monitoring, permitting and planning functions of the air quality program for the state of Montana. He also planned and supervised the expansion of the state air quality program to address the 1990 Amendments to the Federal Clean Air Act.
He is active in the Air and Waste Management Association and National Society of Professional Engineers and has presented a number of professional papers and talks to organizations in Montana.
Since joining Bison in 1996, Jeff has focused on strengthening the quality control program and managing regulatory projects for a variety of clients. He tracks the latest developments in air quality regulations and advises clients on their compliance responsibilities. He has experience in serving as an expert witness and in negotiating solutions to complex environmental enforcement issues.
