Bison's groundwater services range from simple analytical solutions
of groundwater problems to the application of numerical models. Our
analysis methods are applied to many problems, including local environmental
impact studies, risk analysis to the environment or public health,
remedial investigations and feasibility studies at abandoned mine
sites.
Our surface water services range from baseline environmental investigations
and feasibility studies to evaluation and design of surface water
control facilities. Our capabilities include development and operation
of surface water monitoring networks, hydrologic and water quality
computer modeling, statistical analyses and engineering design. Bison's
capabilities have been used to provide baseline evaluations in support
of permit applications, to investigate surface water contamination
and to develop remediation alternative waste sites. The following
paragraphs describe in more detail Bison's water permitting and regulatory
experience.
Water Permitting
National Pollutant Discharge Elimination System (NPDES)
Applications
National Pollutant Discharge Elimination System (NPDES) permit applications
are required for effluent discharges into the waters of the United
States. Numerous criteria govern the need to obtain an NPDES permit.
Permits are site-specific or part of a General Discharge Permit if
the facility meets criteria for that class of permit. Site-specific
permits cover the individual emission points and processes producing
effluent streams.
NPDES permits contain requirements limiting contaminants in the discharge
stream and addressing monitoring and record keeping on quantity and
quality parameters. Stormwater discharge is often a component in the
permit covering surface runoff from the facility.
Bison prepares NPDES permit applications and negotiates permit conditions
with regulatory agencies. We also prepare stormwater discharge permit
applications for clients in the mining and manufacturing industries.
Stormwater Pollution Prevention Plans (SWP3)
Bison prepares Stormwater Pollution Prevention Plans (SWP3s) for industrial
facilities and mining operations. SWP3s are often required by regulatory
agencies when NPDES or Stormwater Discharge Permits are issued. Any
materials, activities, or sources at a facility that, when in contact
with stormwater, may cause pollution or become a pollutant must be
reviewed for the application of best management practices (BMPs).
Wastewater Treatment System Operating Plans
Bison prepares Wastewater Treatment System Operating Plans (TSOPs)
for industrial facilities in support of NPDES permits. TSOPs are documents
that show how to properly operate and maintain a facility's wastewater
treatment system.
Bison's familiarity with many industrial operations helps us ask appropriate
questions to understand specific operations of your facility's wastewater
treatment system and to turn that knowledge into a readable document
acceptable to the client and to the appropriate regulatory agency.
Analysis of Best Management Practices (BMPs)
Bison does BMP analysis as part of site audits, Stormwater Pollution
Prevention Plans, Stormwater Discharge Permit applications and for
specification and design of stormwater runoff controls for construction
activities. BMPs can be as simple as good housekeeping practices (an
operational BMP) or as complicated and expensive as a wastewater treatment
facility (a structural BMP). When designating appropriate BMPs, consideration
is given to applicable regulations, effectiveness of the technology,
cost of the technology and the result needed.
Water Monitoring
Groundwater Monitoring/Sampling
Bison designs, installs, and operates groundwater monitoring networks
at numerous sites for a number of different facilities across the
Northwest. Examples include:
- Removal of underground storage tanks and installation and sampling
of monitor wells.
- Groundwater monitoring for industrial facilities after groundwater
contamination was found during soil excavation. Monitor wells
were installed and sampled to prove the contamination was in the
soil only and a dissolved phase of the contamination was not in
the groundwater.
- Installation of monitoring wells required by regulatory agencies
as safeguards to keep leachate from landfills or plant site areas
from entering the surrounding groundwater.

your needs.
Surface Water Monitoring/Sampling
Bison completes surface water monitoring in instances where there
are problems with stormwater runoff and in conjunction with stormwater
management. We are equipped to provide sampling of surface water resources
and to assist in setting up sampling programs.
Water Quality Studies
Bison can complete a water quality study when there is concern an
event or events might affect the quality or quantity of a water source.
This can apply to surface water or groundwater sources.
