Debbie is a licensed professional engineer in the state of Montana. Debbie joined Bison in 2013 and is the director of the consulting services department . Debbie has a Bachelors of Science degree in Chemical Engineering and a Masters of Science degree in Industrial and Management Engineering from Montana State University. Debbie manages and oversees projects primarily for major source clients (e.g., lime manufacturing, power generation, petroleum refining) for construction and operation project permitting (Title V, PSD, and minor modifications), control technology strategy and analysis, applicability analyses, compliance assistance, reporting, compliance audits, enforcement strategy, and agency negotiation.
Hal has over 40 years of experience in engineering and in management of environmental projects and programs in industry, government, and consulting. He has a B.A. degree in physics and an M.S. degree in environmental studies. Hal joined Bison in 1987. Hal retired from Bison in 2014 and now serves as a professional consultant on special projects. Hal has been the project manager for many PSD and NSR permit applications for power generation stations, the lime manufacturing industry, petroleum refineries, a coal-liquefaction facility, compressor stations, wood products facilities, and many other industries. Diane is a licensed professional engineer with a B.S. in Civil Engineering from Stanford University and an M.S. in Environmental Engineering from Montana Tech. She started her air quality consulting career at Bison Engineering in 1991. From 1996 through 2016, she worked as an independent air quality consultant while focusing on raising her family. Diane also worked at Montana DEQ for two years as an air quality modeling specialist. Diane rejoined Bison Engineering in 2016. Kellen has five years of experience as a source tester and environmental chemist. As a member of the Source Testing group, Kellen conducts air emissions testing in accordance with EPA methods for both engineering and compliance purposes for a variety of clients.
